Implementation of the Charter for the Protection of Children and Young People.
The safe environment program, Keeping Children and Youth Safe is presented in parishes and schools across the Diocese of Fort Worth, Texas. Each parish and school develops its schedule of sessions and lists the sessions on the diocesan website. Sessions are provided in English, Spanish and Vietnamese.
Implemented online database, Logos, for automated background checks and reporting attendance to Safe Environment program for priests, religious, employees, and volunteers. Conducted train-the-trainer session and network meetings with Safe Environment coordinators. Teemed with Catholic Charities for Child Abuse Prevention Month.
Established Safe Environment Coordinator position in parishes and schools to assist with record management and implementation of the program. Child Protection curriculum program for students implemented in Catholic Schools throughout the diocese.
Conducted train-the-trainer sessions at St. Frances Cabrini Parish in Granbury, St. Mary’s Parish in Windthorst, and Most Blessed Sacrament in Arlington. Began partnership with Child Protective Services to conduct sessions for parents on child safety for summer months.
Newly formed Safe Environment Advisory Council consisting of priests, principals, Directors of Religious Education, Youth Ministers, and Safe Environment trainers begins meeting quarterly to make programming and requirement recommendations to Bishop Vann.
Early in 2007, all households on the diocesan data base received a pamphlet designed to assist them in discussing abuse protection with their children. Trainers are already familiar with this material, prepared by Praesidium, Inc., which included a letter from Bishop Vann. We believe parents and family members will find the material helpful and we urge them to use the material in discussions with their children and youth.
The two-day Train the Trainer program presented by Dr. Jane Hickerson of Praesidium, Inc. prepared new trainers to present the safe environment program in the parishes and schools of the Diocese of Fort Worth, Texas. All new employees must participate in this program and all volunteers with responsibility for children or youth must also participate in this program.
Children attending religious education classes or attending a youth ministry program are provided training awareness on boundary violations. The training emphasizes that it is OK to say "No!" to an adult when they feel unsafe or threatened. The program for P-K to second grade, is a team effort by ministers in the Diocese of Fort Worth, Texas, and uses resources from the Diocese of Corpus Christi, Texas, the Archdioceses of Galveston-Houston, Texas, and the Diocese of Brooklyn, New York. The program for Middle and High School students is titled Called to Protect from Praesidium Inc. The focus of the program is "Recognize, Respond and Refer" and is used in middle school and high school programs.
Three year mandatory safe environment retraining for all volunteers who have regular contact with children and youth begins this fall. Training will be provided by parish and school based diocesan trainers prepared by Praesidium, Inc.

Three year mandatory safe environment retraining for all clergy, religious and lay employees of the parishes and diocesan staff was conducted by Praesidium, Inc. trainers. Participation in this session satisfied the annual training requirement for all priests and deacons.
Three year mandatory safe environment retraining for all Catholic School employees was conducted by Praesidium, Inc. trainers.
New video with Bishop Kevin Vann and Ms. Bettie Reyes was introduced. This video calls for increased attention to the Code of Conduct and Behavior Standards for Ministers, boundary violations and reporting requirements. This video is the introduction to the safe environment program and will be used in each training scheduled throughout the diocese. The original video of Bishop Delaney taped in 2002 was retired.
Annual Review sessions for current trainers were presented by Monica Applewhite of Praesidium, Inc. Participation in one of these sessions or a make-up session is required to continue serving as a trainer. The revised Called To Protect program was presented to the trainers.

Preventing Peer to Peer Abuse and Parental Feedback Systems. All supervisors in the schools, parishes and diocesan offices were encouraged to attend this program presented by Praesidium, Inc. Catholic school principals were required to participate.

Trainers prepared in the original Train the Trainer program in the spring of 2003 participated in a review session with Monica Applewhite of Praesidium, Inc. to review materials and prepare for the fall schedule of parish and school safe environment sessions.
Initial two day Train the Trainer program was presented by Praesidium, Inc. Monica Applewhite and Aaron Lundberg conducted the training. The program used two videos, The Mind of the Molester and Four Victims Speak Out. Trainers received a training manual and a workbook of material for participants.
Parish and school employees participated in required safe environment program sessions presented by Praesidium, Inc. Sessions were presented in English and Spanish. The Spanish language sessions were given by bilingual diocesan trainers who were prepared by Praesidium, Inc. trainers.
Bishop Delaney was video taped during initial safe environment program for Catholic Center employees. This tape was copied and used as the introduction for all safe environment programs from 2003 until 2006. The tape was dubbed in Spanish. Monica Applewhite of Praesidium, Inc. presented the session.
Priests and deacons participated in the first safe environment program in the Diocese of Fort Worth, Texas, since the adoption of the Charter for the Protection of Children and Young People. Monica Applewhite of Praesidium, Inc. conducted the program following the introduction by Bishop Delaney.
